Issues with requirements on Win11

Feel free to re-open this issue if you’re still having trouble.

None here has been fixed. Just because it's not an issue with Python 3.10, it doesn't mean it would work with newer versions of Python. If your software doesn't work with the latest version of Python, you are effectively leaving already fixed security or performance issues open for no reason other than laziness.
