In production environment, the SSL certificate is expired.

Steps to reproduce the issue

(All operating systems, browsers)

REPLACE THE FOLLOWNG TEXT:

• 1. Try to navigate to https://tdm.ladot.lacity.org
• You will see that the site is not secured.

What's the expected result?

You should be able to navigate to the site, and see the lock icon in your browser's address bar.
