Overview

Users will need to be able to submit their form to the LA City Planning Department for review from page 5 of the Calculation Wizard in addition to saving the form. This is so that the user doesn't have to navigate to another page when completing the application.

Action Items

• [ ] Create modal warning modal. https://github.com/hackforla/tdm-calculator/issues/1407#issuecomment-2033348722 - The language should say target points, not point target and the button one of the page 5 images has the save button selected, and I think its meant to have the submit button selected.
• [ ] The Submit button should be disabled until the target points have been met.

• [ ] Enable Submit button when target points have been met.
