[Bug]: Nested Modals causes content shift when scrollbar is there

What happened?

https://gsoftdev.atlassian.net/browse/EFE-249 React-aria's usePreventScroll is what handles the removal of the scrollbar and prevents the body from shifting. Once another modal opens, the scrollbar is no longer there so it removes the padding from the html tag.
