ci: Update workflow configuration

  • (cherry-pick) Update GitHub Actions actions versions.
  • (cherry-pick) Install ispell dependency that may be required for spellchecking (? - markor installs it).
  • (custom) Configure temurin as source for Java 8 (~= Java 1.8) SDK.
  • (conflict-resolution) Remove duplication of code-checkout steps.

May resolve #302.
