Always generate the a summary of pull requests even if ones exist for the branch

Describe the solution you'd like When PRs already exist for specific repositories, include them in a summary to share them with a team. Currently, the summary only shows when new PRs are created.

Describe alternatives you've considered Writing a bash script using GitHub CLI, which is too brittle.

Additional context I want to share the output with the team so they can approve reviews.. Generating alternate outcomes (markdown or plain text) may be beneficial.
