Internationalization and localization set up

It is a big planet and Grist belongs everywhere.

A related issue: importing data with non-English column headers strips the headers of non-English characters. They should be preserved, at least as column labels.

There is some support now for adding translations of Grist https://github.com/gristlabs/grist-core/blob/main/documentation/translations.md although no translations have yet been done.
