Add option to hide the vs code error popup

This PR adds the languageServer.showPopupOnError config which do not create an error popup if the jsonnet evaluation resulted in an error. I was getting really annoyed because the popup was constantly disturbing my focus and I think there are more people that feel the same way.

showPopupOnError defaults to false
