[loki-distributed] add topologySpreadConstraints to loki-distributed components

This PR aims to add topologySpreadConstraints to Deployments and StatefulSets components of the loki-distributed chart.

As of now only a few components have topologySpreadConstraints.

This adds a non-breaking change (ScheduleAnyway is set).

Everyone will then be able to create topologySpreadConstraints as they please.
