[loki-stack] Updated dependency loki app version
@zalegrala the CI test is failing, I've been searching and trying very hard to fix this error, can you please tell me where should I head to know more and fix this ?

As far as I know that reference is pointing to loki-stack values.yaml right ? the loki-stack values.yaml did not had that reference in the previous versions also, I am wondering how come it was functioning all this time without failing the CI test?
@zanhsieh what do you think about this PR, I stopped working on this after loki-stack was deprecated.

Alright, the main reason I stopped working on this PR was due to the reason that the Lint test won't pass for some reason, I tried many things but the lint test kept failing maybe due to deprecated.
