Add support for 'Last' aggregation

Often in the Singlestat panel we want to display the "current" value of a metric.

Currently for Azure Monitor, the metric allows only None, Average, Minimum, Maximum, Total and Count, and the "none" seems to return the same as the "count" aggregation.

Most of other data sources allows for a "current" or "last" aggregation.
