How to run the sample on Android TV Emulator?

Can anyone help me to run the sample app on Android TV API 28 Emulator? As per the Readme, I am not able to get the Live Channels app to appear though I see it installed as one of the system app.

I had to install 27, after installing sample app, just restart emulator. 28 is not working for me
