Add Gossip Protocol

Gossiping ensures that no split-view attacks can occur without being detected in short order. Gossiping can occur in many ways here are some ideas under consideration:

• Gossiping between monitors.
• Gossiping into a Transparent Map of [logid + epoch] -> Signed Map Head.
• Gossiping into another block chain.
