Enable the OpenCL backend for https://github.com/plaidml/plaidml on top of Clvk and Clspv

#339 is needed to enable PlaidML.

Many unit tests for PlaidML with Clvk fails because half floats are not properly supported. Let me know when this is good enough, and I can open specific issues.

A fix for https://github.com/google/clspv/issues/364 will be needed to get PlaidML working.
