Visual error on application creation with wizard

Describe the bug when creating an application with the wizard, step 2 is colored black and can be hovered but not clicked.

To Reproduce Steps to reproduce the behavior:

1. create a new application using the wizard under applications -> applications of the admin panel
2. observe step 2

Expected behavior the second step is colored correctly
