Add testing data source w/ time data & use to test time filter.

The athens gpkg doesn't have any time data, making tests for the time parameter to endpoint /collections/<cname> limited in their value.

• Add a data source w/ features that have associated time data, or add time data to athens gpkg.
• Add additional tests to ensure time filtering is working as expected.
