Option to select preferred branch update strategy

Feature Description

We added the ability to update a PR via rebase in #16125

What's still missing is the ability to chose the default update strategy. At least being able to disable Update branch by merge similar to #18710 would be nice as this causes all kinds of problems if the default merge strategy later on is e.g Rebase then create merge commit
