I see why people would think this is to set stereo speaker configuration, but it doesn't switch off surround if it was set, and according to the executable itself, it's graphics-related:

I'm still trying to find more info about it though. I still have a working NVIDIA 3D Vision setup which is what's most likely to be supported (even GTAV had a native 3D Vision mode when compatible hardware is detected) but the command doesn't seem to do anything, or improve the native/modded stereoscopic 3D support
