Why should this be included in the repository?

There aren't many GUI hardware info and benchmarks in Solus and this "kills two birds with one stone". Hardinfo (1) also isn't in the Solus repository (it has a package request), but it's mentioned that it wasn't updated in 10 years while Hardinfo2 still receives updates.

Are we allowed to redistribute it?

What kind of user will use this package, and how many users do you think will use this package?

Hard to say, could be used even by casual users, but probably more useful to users a little more versed in computer hardware.

This is a pretty interesting development, never thought someone would pick hardinfo back. Although I notice that development only started last year and it seems the the code is constant churn. We will wait and see of the situatuon on the next few months. Thank you for the request. Cheers!
