Summary

Add template for people to report problems building a package, or with the packaging of an application

Someone had made a comment on Matrix about being confused which template to use for reporting a build failure with a package. This will fill that use case.

Maybe we can take it further? I feel like the issue template can be made more clear of who is the intended user of it. Bugs, update request, and package request are for general user. While this one and deprecation request is more useful for packagers.

Edit : Just realized that my comment is probably out of scope of this PR. ^^

I agree with malfisya that his request is out of scope for this PR. That should be in a separate PR This change should be reviewed as-is
