Reason for deprecation

onboard does not seem to be maintained upstream anymore. Per Fedora, it crashes with Python 3.12, and no longer builds with Python 3.13, so it's time on Solus will have to end once we upgrade our Python.

Since this is an on-screen keyboard, and thus removing it presents an accessibility issue, we have to look into replacements, if any exist. I'm not sure that there actually are any replacement keyboards that aren't built into a desktop environment, but we should look anyways.

Gnome has built-in one, I don't know if Plasma has one. But there is maliit-keyboard in repo that uses Qt5. So, we definitely needs one for Budgie and Xfce.
