Update theming for Gnome

There is a desire to update the Gnome theming At the least we are considering replacing the Adwaita icon theme, because of upstream incompatibilities with freedesktop standards

~~With adwaita-legacy included in base install, the compability with freedesktop standard should be quelled a bit. I am also rescinding my recomendation for MoreWaita, because it doesn't really address adwaita problem. Either we go back to Papirus or stay on Adwaita, is what I thought the best option.~~

My recommendation for gnome is Adwaita + AdwaitaLegacy, which is the de facto default upstream. If we want more "pizzas", we can use MoreWaita+Adwaita-Colors.

There was a discussion recently where we agreed to hold off on theming until the next major release (5.0)
