Mod edit: Adding a screenshot from chat
@stalebrim - how are you erasing your GIMP configuration? When I set my Plasma global theme to Solus Dark and open the GIMP (without erasing the config) it looks as I'd expect, with dark background, menus are dark, text is light. I would like to test with the exact steps you've used. Thanks.
This may be resolved with an update to GIMP to 2.10.36 via #1010

I think I went through .config and .local and removed anything GIMP-related.
I reproduced the issue by installing Solus Plasma from a fresh 4.5 iso and installing GIMP, so the 2.10.36 update didn't resolve it.
I am able to replicate this bug on a fresh Plasma 4.5 install
- Installed Solus Plasma 4.5 from this week's snapshot ISO
- On booting the VM, made sure SolusDark was set as the global theme (which is the default)
- Ran updates
- Installed GIMP
As seen in this screenshot, the UI is light themed
Noting that for Plasma 6, there is an upstream issue for GTK app theming https://bugs.kde.org/show_bug.cgi?id=421745
