Remove `debug-files upload` `--symbol-map` for Windows

--symbol-map requires dsymutil to be available. However, this tool is only available on macOS and Linux systems. We should therefore remove it on Windows. Note that the removal is not a breaking change, since anyone who passes --symbol-map on Windows will already get an error that dsymutil is needed but not available.
