Originally, the dev tag also supported arm, but since some time ago, buildx for docker arm build has been giving errors, so it is currently excluded from our build system....

Thanks for the report. I'll look into this, but it might take some time. In the meantime, I'd recommend disabling the ulpfec feature. H.264 + ulpfec isn't very efficient anyway....
I tested this on Chrome Version 139.0.7258.155 (Official Build) (64-bit), and I found that the issue does not occur. I also confirmed through chrome://webrtc-internals that it works properly at 30fps....
