Friend is having issues installing packages and building their mods

xalva is having issues building and installing his mod and is getting the same error called os error 32 I'm trying to figure out why xalva is having this problem my first assumption was that another program was opened but according to xalva this isn't the case.

Do you think better diagnosis on the CLI would be able to fix this by any chance?
