feat: sticky toolbar

PR sticks command buttons toolbar to the page top so the buttons are always on screen. The change is applicable to the both html report and gui.

hi

thanks for your PR, but can you add option to config to be able to configure this behavior? Sticky toolbar takes a lot of viewport space so you should have a choice to configure it
