Add Waveshare CM4-POE-UPS-BASE UPS carrier board

This is a very nice CM4 board, that includes an NVME Slot, PoE, RTC, PWM FAN, and a built in UPS. The case option includes the fan and mount for an external antenna. The RTC and PWM Fan control are the same as the official Raspberry Pi CM$ IO Board. This Waveshare board also includes an I2C chip to monitor the status of the UPS (the 18650 cells' voltage and current).
