Attempts to Resize Existing Swap File
If the size of the swap file is different than the configuration, it attempts to disable swap, and recreates it with the new size.

@geerlingguy Please consider this PR, I'd also like this functionality of being able to change the swap_file_size_mb and have it do the right thing.
