Support for Multiple Scoped Registries

Context

I have a project that relies on multiple scoped registries. They use the same UPM_REGISTRY_TOKEN, but they have separate URLs and scopes.

Suggested solution

Have scopedRegistryUrl and registryScopes each take an array of values of the same length
