Integrate with Populus

Populus will leverage pytest plugin that allows for easy testing of smart contracts in it's project management interface. Help integrate this functionality as a separate tool, hopefully leveraging the assets file (ethPM package store) directly through it's interface so no one has to ever specify this if they use Populus.
