37.9 will not update in VS 2017

Description

37.9 will not update in VS 2017 15.4.4, and 37.7 will not uninstall

Repro steps

Select update from the VS Notification.

1. Originally the VSIX installer reported success, but it did not actually update to the current version.

2. Subsequent attempts resulted in message that it had already updated.

3. 37.7 will not uninstall.

I don't know how to tell. I think I first started experiencing the issue with 15.3.something. I'll ask post to VS issues also. Sometimes updates get stuck like this in VS. Has not happened to me in a while, and this is the only one that is stuck now.
