Large tooltip goes wild at the end of a file

Then hover over near the end of the signature. It will rapidly jitter the screen and phase the tooltip in and out as if it were a strobe light effect.

Another thing is that you can't use css pseudo-classes like :hover, etc to trigger these tips. It might be worth taking a freshening pass over tooltip rendering in general to see if advancements in CSS/layout over the years would make them nicer overall.

Yes ripping out the existing tooltips in favour of CSS would be great
