Translate SecureDrop source and journalist guide
Description
Eventually we should also translate the SecureDrop source and journalist guides into our supported languages. Some organizations are doing this themselves e.g. SecureDrop source guide in Romanian (PDF).
User Stories
As a SecureDrop source that does not speak English, I would like to read the source guide in my preferred language.
There is support to translation RST documentation via weblate. http://phpmyadmin.readthedocs.org/ is done this way.

It's worth noting that we'd also want to translate the screenshots for non English locales (good news is that they're (mostly) automated and we can change the locale when we run the page-layout tests)
