chore: bump vyper to 0.4.2

Motivation

  • cannot bump snekmate as it is using vyper rc

does it mean that, in the ci env, os does not install pnpm cli?

https://github.com/pcaversaccio/snekmate/pull/299 the Vyper is v0.4.1rc3. Does snekmate need to update vyper to 0.4.1?
