Labels not created for newly added repository

I just added Git2Gus to https://github.com/heroku/heroku-buildpack-python via https://github.com/apps/git2gus/installations/new - the app was added however no labels were created? https://github.com/heroku/heroku-buildpack-python/labels

Did the installation fail on the app's side?

There were already other repositories configured under the heroku GitHub org, so this was presumably a INSTALLATION_REPOSITORIES_ADDED event: https://github.com/forcedotcom/git2gus/blob/dbe8c53c7bf703d7607ca595ef0a473a843eb3b9/api/actions/createLabels.js
