Update to create link during edit of a PR

Git2Gus works great when a PR is created with a WI in the description, but when it is edited to add a Gus WI the comment is not added. If a WI is already included and doesn't change, don't create a second link though.

Git2Gus App is installed but the .git2gus/config.json doesn't exist.
