I just added https://github.com/fonsp/Pluto.jl/pull/3211 – if your university/company has blocked the ChatGPT domain (`chat.openai.com`), then all AI features will also be disabled.

(@jordancluts does this maybe solve your use case? you could ask your sysadmin to block the ChatGPT domain?)
