HelmChart: Support for access to Artifact Registry using Workload identity federation

To Access Google Cloud Artifact Registry using Workload identity federation, HelmChart needs support for GOOGLE_APPLICATION_CREDENTIALS environment variable.

As shown below, Bucket source already supports this. https://github.com/fluxcd/source-controller/blob/main/docs/spec/v1beta2/buckets.md#gcp
