Update portfinder to 1.0.32

Description

PR updates the portfinder dependency to the latest version, which brings in updates to the transitive dependencies async, debug, and mkdirp to their latest versions (that are supported for node >= 0.12), and also makes available the setBasePort function which allows removing the shim in auth.ts around setting that value.
