Installer should run without any warnings.

Executing Firebase CLI binary for Windows causes Windows Defender SmartScreen warning which may be confusing for unaware users.

Yeah, we don't currently sign the exes. It would be great if we could add that, I'll leave this open for people to chime in if this causes them issues.
