Document reference field value is not saved correctly when creating a document through Firestore emulator

Using firebase-tools 9.10.2, when creating a document with a reference field the field is saved but the type appears to be a string with an empty string value.

After creating the document, if I then edit the document and update that field to be a reference it saves correctly.
