Scala 3 TASTy frontend prototype

Please take a look at this prototype and let me know your thoughts. Probably worth looking at the TastyTranspilerPrototype.md first and then continue with the TastyToMorphir.scala, where the actual conversion begins.

I am yet to figure out the Mill build system: any hint is much appreciated. The code uses the org.scala-lang:scala3-tasty-inspector_3:3.3.4 library.
