Design UI components for the license inventory and project licenses

As part of #594, new UI components 🎨 will:

• [ ] List of approved <License /> including full name, description and permissions, limitations and conditions properties
• [ ] License page including full name, description, permissions, limitations and conditions properties and associated projects
• [ ] Project page including <License /> component for associated license of project and project license verification date
