When trying to open FBNeo v1.0.0.0 on x86_64 version of macOS 11.2.1, I got the error message mentioned in the title of this issue. Double checked that the installation is not the problem.

This is a known issue and is caused by macOS's Gatekeeper: https://github.com/finalburnneo/FBNeo/issues/633
