建议添加个自动暂停再重新开始下载功能

经常上网的同学应该都知道，当下载某个文件时，可能下着下着就没速度了， 但点击暂停再重新下载时速度又重新提上去了。 我猜测是算法问题，某个线程没速度了也不会自动断开就一直连着。暂停再开始后，又重新匹配优质连接了，所以速度就上去了。 所以我希望添加一个当检测到速度低于自定义的阈值时，自动点击暂停再开始下载，这样就解放双手，也不用一直盯着了
