Feature request: Per package note

I would like to write a per package note mostly for out-of-date packages to explain why they cannot be updated. Some of us currently abuse the out-of-date system by un-flagging...

Example: Archweb shows the correct pkgbase, but the notification emails use one of the split packages' name: IMHO they should be consistent here.
