From our last breakout call, we agreed to use the below devnet spec for devnet-2 (alpha.4 spec, metadata v3, functional rpcs): https://notes.ethereum.org/@ethpandaops/peerdas-devnet-1

I wasn't on ACDC but I don't think this has changed, and I believe the PR listed in this issue are for the next devnet? (devnet-3)

i would like not to devnet-2 and do devnet -3 with metadata v3, no sampling and subnet decoupling.
