Update ERC-2335: Move to Review

ERC-2335 is a defacto standard, required for staking tools and implemented in all consensus clients.

Ideally this is fast-tracked to Final.

Thanks for resurrecting this proposal! I've fixed the author header so that the bot knows who to ping. While we wait for @CarlBeek's approval, would you mind also fixing the eipw errors? Should mostly be simple, like moving Simple Summary to the description header.
