Update ERC-1450: Move to Draft
This EIP introduces a token standard for regulated security tokens that require compliance with SEC regulations (Reg CF, Reg D, Reg A+). The standard enforces Registered Transfer Agent (RTA) exclusive control over all token operations.
Based on operational experience from $1B+ in compliant securities offerings.

John Shiple (@johnshiple) was the original author of EIP-1450 in October 2018 when he worked at StartEngine on the LDGR token project. He has since left the company and we've been unable to reach him despite attempts through multiple channels.
This PR represents StartEngine's continuation of our own 2018 work. The current team includes the other listed authors who are actively maintaining this specification:
